Prime Minister’s Maritime Reforms Task Force: Pakistan Emerges as a Hub for Global Trade and the Blue Economy

Islamabad / Karachi — The Prime Minister’s Task Force on Maritime Reforms has initiated wide-ranging structural and logistical reforms in Pakistan’s maritime sector. With nearly 90 percent of the country’s imports and exports dependent on foreign shipping lines, the government is focusing on upgrading port infrastructure, streamlining customs clearance and encouraging private investment to position Pakistan as a key regional trade gateway.

Port Modernization and Digital Customs

Under the maritime reform agenda, international-standard facilities are being developed at Karachi Port Trust (KPT), Port Qasim and Gwadar Port.

Deep Navigation Channels and Cargo Handling: Navigation channels are being deepened and modern harbor craft are being introduced to facilitate the smooth movement of large international vessels.

Smart Port Operations: The implementation of the Port Community System, web-based and faceless customs, real-time container tracking and 24-hour clearance has helped reduce transportation costs and processing times.

Multimodal Connectivity: Through the National Logistics Cell (NLC), KPT-Pipri rail link and integrated barge operations, ports are being connected with inland industrial zones, warehouses and major commercial centers.

Shipping Policy 2026 and International Bunkering Operations

The government has introduced incentives aimed at increasing private-sector participation and promoting the shipbuilding industry.

New Investment Opportunities: Under Shipping Policy 2026 and the transshipment framework, new opportunities have been opened for domestic and foreign investment in private shipping, shipbuilding and ship-repairing.

Landmark Bunkering Operation at Gwadar: In collaboration with global energy company Vitol, Pakistan completed its first international bunkering operation at Gwadar Port, supplying 2,500 metric tons of locally produced marine fuel to an LNG carrier.

Blue Economy, Fisheries and Gadani Modernization

The reform agenda also focuses on sustainable economic growth through modern waste management at Gadani shipbreaking facilities, shrimp farming, coastal fisheries and aquaculture. These initiatives are expected to create broader employment opportunities for coastal communities while strengthening Pakistan’s emerging blue economy.
